The Verkhovna Rada has adopted the draft law No. 11225 aimed at simplifying the procedure for conducting medical and social expertise. A total of 284 deputies voted in favor.

“However, the question now is what happens next. The president has announced the elimination of the MSEC,” the deputy emphasized.

As previously reported by the project author, the head of the VR Committee on Social Policy and Veteran Rights, Halyna Tretyakova, the document proposes to eliminate the requirement to undergo a medical examination by the MSEC to determine disability status.

In addition, according to her, individuals will have the right to choose how they participate in the MSEC meeting – either in person or online.

Tretyakova noted that the proposed changes will unlock the potential for digitalizing the patient journey – both for civilians and military personnel, alleviating the financial, time, and physical burdens on patients who have to expend health, money, and wait in lines to reach the MSEC meeting location and return home or to their military unit.

The project author also mentioned that it is proposed to mandate the MSEC commission to cooperate with a multidisciplinary rehabilitation team and to make timely decisions regarding the establishment of the status of “person with a disability” or “child with a disability.”

Recall that President Volodymyr Zelensky signed decree No. 732/2024 on October 22, which enacted the decision of the National Security and Defense Council regarding the elimination of medical and social expert commissions effective December 31, 2024.
