In November, the Ministry of Finance raised over 80 billion UAH through the issuance of government bonds.

Military bonds accounted for 48.4 billion UAH of the total issued government bonds.

In November 2024, the Ministry of Finance of Ukraine raised 80.8 billion UAH equivalent from the issuance of government bonds: 72.9 billion UAH; $191 million.

This was reported by the ministry's press service.

It is noted that military bonds accounted for 48.4 billion UAH of the total amount of issued government bonds in November 2024.

“The funds are directed to meet the financial needs of the state under martial law, including expenditures for the security and defense sector,” the statement said.

As of December 1, OVDPs worth more than 1.81 trillion UAH are in circulation. The largest share is held by commercial banks (48.2%) and the National Bank of Ukraine (37.5%). The shares of legal entities and individuals are 7.9% and 4.0% respectively. The share of non-residents is 1.3%, insurance companies – 1.1%, and territorial communities – 0.04%.

According to the Ministry of Finance, the volume of investments from individuals continues to grow. In November, OVDPs in circulation owned by individuals increased by 3.5% to 73 billion UAH.

At the same time, the total portfolio of military bonds owned by individuals and legal entities as of December 1, 2024, reached 155.7 billion UAH equivalent, which is more than double the volume for the same period in 2023.

“The average yield of OVDPs denominated in UAH in November was 15.36%, and in dollars – 4.61%,” the ministry added.

The refinancing level for January to November 2024 in all currencies was 162%. For comparison, in the first 11 months of 2023, this figure was 143%.

Overall, as reported by the Ministry of Finance, from January to November 2024, the placement of OVDPs at auctions brought in 523.2 billion UAH equivalent. During the period of martial law, this amounted to 1.4 trillion UAH equivalent.
