A journalist explained why the Territorial Defense Centers cannot operate without police support.

According to the journalist, the Minister of Internal Affairs of Ukraine stated that the TCC can carry out mobilization without police involvement. Specifically, she notes that each region and the capabilities of each TCC unit must be considered separately, but overall, they can perform their duties without police.

“Let’s analyze this. And the first thing I want to say is stop. The TCC, by law, do not have the right to stop vehicles, yet he (editor – Klimenko) tells us that it can be done without police. The TCC simply cannot even stop vehicles, that’s the first point. The TCC cannot make arrests, that’s the second. Although we clearly see that they do this. They do not have the right to conduct searches. Well, that has just become a norm for us,” explains Yekaterina Kotenko.

Moreover, she adds that TCC representatives should carry service identification, but this is often not the case. According to the journalist, there have been many regulations, particularly regarding mobile checkpoints, which require appropriate documents and the commandant's permission, but it is unlikely that all TCC representatives can provide them.

“If we dig into this, we can list many violations, but simply put, a lot is being violated. Yet, for some reason, only the violations of ordinary people are noticed. And when Klimenko only spoke about obligations, he was mistaken; there are also rights. With these TCC representatives, a person can be fined for refusing to comply with something, but a person has rights; they can appeal, and this needs to be discussed,” concludes Yekaterina Kotenko.
