In Ukraine, the number of colleges and vocational education institutions will be reduced.

Strong institutions will remain that meet clear criteria and will serve as the foundation for a new educational network.

By the end of the year, the number of vocational education institutions in Ukraine will decrease. The Ministry of Education and Science has developed methodological recommendations for shaping the network of such institutions for the years 2026-2028. The main idea is to create a "core" of educational institutions. These will be strong establishments that meet specific criteria and will serve as the foundation for a new education network. Other institutions will join them. This information is reported by Education.ua.

The Ministry proposes to optimize the number of institutions based on the analysis of the following data:

  • the number of enrolled students and graduates for each specialty,
  • employment of graduates,
  • results of external independent testing/NMT,
  • the number of adults undergoing retraining,
  • experience and qualifications of teachers,
  • the condition of buildings,
  • availability of dormitories, etc.

In regional cities and Kyiv, the following requirements are proposed:

  • the number of students – no less than 800;
  • enrollment of students in market-relevant specialties – at least 75%;
  • special fund (money received from various sources, excluding budget funding) – no less than 20% of the institution's budget;
  • employment of graduates three years after completing their studies – no less than 60%.
  • availability of teachers with higher qualifications, scientific degrees or titles – 5% more than the average level in institutions of this type in the respective area.

In districts:

  • the number of students – no less than 500;
  • fulfillment of state orders – 75% or more;
  • share of the special fund – no less than 15%;
  • employment of graduates three years after completing their studies – no less than 60%.

For students, these changes imply modern equipment and improved learning conditions, qualified teachers, and more job opportunities after graduation. The founders of the institutions must approve the reorganization plan by the end of 2025.
