The government has authorized the reservation of all medical personnel and SAP prosecutors.

Yes, Government Resolution No. 36, dated January 14, 2025, introduces amendments to the procedure for reserving military personnel during mobilization and wartime. Specifically, the resolution pertains to the deferment of mobilization for certain categories of workers, including medical professionals and prosecutors from the Specialized Anti-Corruption Prosecutor's Office (SAP).

The Cabinet of Ministers of Ukraine has authorized the reservation of 100% of medical personnel from state and communal institutions. This decision also pertains to the reservation of all prosecutors of the Specialized Anti-Corruption Prosecutor's Office, as stated in the published resolution of the Cabinet.

Thus, government resolution No. 36 dated January 14, 2025, amends the procedure for reserving military liable citizens during mobilization and wartime. In particular, the resolution concerns deferrals from mobilization for certain categories of employees – medical workers and prosecutors of the SAP.

“Medical personnel from healthcare institutions of state and communal ownership, public health facilities, institutions conducting forensic and psychiatric examinations, blood centers, for whom working in these institutions is their primary place of work; those holding positions as prosecutors of the Specialized Anti-Corruption Prosecutor's Office are subject to reservation,” states the updated document of resolution No. 76 on mobilization.

It is noted that such employees will be reserved if the institutions where they are employed are their primary workplace.

The press service of the Ministry of Health explained that the changes will apply exclusively to medical professionals – for other specialists working in medical institutions, the reservation restrictions remain in effect. It is worth recalling that previously, medical institutions with critical importance status could reserve only up to 50% of all military liable males.

  • specialists in technical administration of the Unified State Web Portal of Electronic Services
  • providers of electronic communication services and networks included in emergency recovery teams
  • prosthetists, technicians, and prosthetic engineers who worked at least 50% of their working time
  • clergy
  • medical personnel and specialists
  • SAP prosecutors
