In 2025, Ukraine will allocate over 55 billion UAH for weapons production.

The government will allocate 500 million UAH from the state budget for a program aimed at providing affordable loans to defense enterprises.

The Cabinet of Ministers of Ukraine has approved the draft law №12000 regarding the state budget for 2025. More than 55 billion UAH has been allocated from the budget for the production of weapons and military equipment. This was reported by the press service of the Ministry of Strategic Industries and its head Herman Smetanin on Tuesday, November 12.

The document outlines the following expenditures for the production of weapons and military equipment:

  • 54.55 billion UAH will be directed towards the development of production, the design and implementation of new technologies, and the expansion of production capacities for manufacturing defense-related products. Of this, 7.6 billion UAH will come from the general fund, while the remainder will be sourced from the special fund. For comparison, last year expenditures in this category amounted to slightly over 51 billion UAH;
  • 500 million UAH will be allocated for a program of affordable loans for defense enterprises. This program allows private and state manufacturers to take loans at an annual interest rate of 5%, with the remaining interest covered by the state budget. For 2024, 263.4 million UAH has been allocated for this purpose.

Weapon Production in Ukraine

On November 9, President Volodymyr Zelensky reported that the Ukrainian industry produced the first hundred units of missile weapons in 2023. Additionally, according to the president, over 800 companies are currently engaged in the production of weapons for Ukrainian defenders.

On September 14, presidential advisor Oleksandr Kamyshin confirmed that Ukraine is producing its own 155mm shells. According to the official, by the end of 2024, defense production is expected to triple.

On August 24, Volodymyr Zelensky shared successful combat use of the Ukrainian drone missile "Palyanytsia." He stated that it has become "an entirely new class of weapon." In October, Lithuania announced it would invest 10 million euros in the production of the Ukrainian drone missile "Palyanytsia."

On August 27, President Volodymyr Zelensky reported that Ukraine has tested its first ballistic missile of domestic production.
