In 2024, healthcare expenditures exceeded 238 billion UAH, according to the Ministry of Finance.

The majority was directed towards specialized medical care.

In 2024, healthcare expenditures amounted to UAH 238.7 billion, of which state budget expenditures along with transfers totaled UAH 204.2 billion.

It is noted that an important focus remains the implementation of the medical guarantees program, which received UAH 157.3 billion:

  • UAH 10.5 billion ‒ emergency medical assistance;
  • UAH 23.5 billion ‒ primary medical care;
  • UAH 99.6 billion ‒ specialized medical care;
  • UAH 5.6 billion ‒ reimbursement (compensation for the cost of drugs and medical products) for the treatment of cardiovascular diseases, diabetes, and other conditions.

"The largest portion of expenditures for specialized medical care was allocated for inpatient medical assistance ‒ UAH 57.1 billion," the Ministry of Finance reported.

Additionally, state budget funds were directed to:

  • UAH 19.2 billion ‒ to ensure the provision of medical assistance in national healthcare institutions;
  • UAH 10 billion ‒ for measures to ensure forecasting, detection, and response to outbreaks of infectious and non-infectious diseases, emergencies;
  • UAH 10.8 billion ‒ for centralized procurement of medicines and medical products, high-cost medical equipment for equipping healthcare institutions;
  • UAH 2.4 billion ‒ for the implementation of World Bank projects in the healthcare sector;
  • UAH 1.9 billion ‒ for subsidies to support specific institutions and initiatives in the healthcare system;
  • UAH 728 million ‒ for creating safe conditions in healthcare facilities;
  • UAH 127.1 million ‒ for dental prosthetics and providing planned dental care to veterans.

"In 2024, the government ensured uninterrupted funding for the healthcare sector. Last year, continuous support for the Medical Guarantees Program was provided, allowing citizens to receive the necessary medical assistance. The 'Affordable Medicines' program was utilized by over 2.3 million individuals who received essential medications and medical products either free of charge or at a minimal cost. In 2025, the medical guarantees program will be expanded, with UAH 175.5 billion allocated for its funding," commented Deputy Minister of Finance Roman Yermolichev.
