The newly elected President of the United States, Donald Trump, announced on Tuesday, November 12, that he will appoint billionaire Elon Musk to lead a new agency responsible for cutting costs in federal agencies and creating a more efficient management structure.

In particular, Trump selected two leaders for the Government Efficiency Department – Elon Musk and Vivek Ramaswamy, a new organization aimed at "directing a large-scale structural reform."
Ramaswamy, a wealthy entrepreneur, and Musk, one of the richest individuals in the world, owner of SpaceX, Tesla, and X (Twitter), have no political experience aside from Ramaswamy's brief candidacy for the presidency as a Republican.
Elon Musk has repeatedly echoed pro-Russian narratives regarding Ukraine, including suggestions to concede territory to Moscow, while Ramaswamy is one of the most vocal opponents of military aid to Kyiv.
Ramaswamy was a candidate for the Republican presidential nomination but later dropped out of the race and endorsed Trump in January 2024.
Trump first outlined his idea for creating the Government Efficiency Department in September, naming Musk as a potential leader of the new agency. It is expected that the organization will provide "advice and guidance from outside the government" and is not a government entity, as the name suggests.
Musk, according to media reports, has been in regular communication with Russian dictator Vladimir Putin since late 2022.
He was also on the line during a recent phone call between Volodymyr Zelensky and elected President Donald Trump, Axios reported on November 8, citing unnamed sources.
Ramaswamy has openly opposed U.S. military aid to Ukraine, appearing live on X on February 12 of this year alongside Republican senators who opposed the provision of $60 billion in American assistance to Ukraine.
Later, the package was passed in both chambers of the U.S. legislature, but with significant delays that contributed to the capture of Ukrainian cities by Russians in 2024.
During his campaign, Ramaswamy also referred to Zelensky as a "Nazi," a "comic in cargo pants," and advocated for recognizing the occupied territories as Russian, as they are "Russian-speaking."
Trump will also appoint South Dakota Governor Kristi Noem as head of Homeland Security; she is known for previously calling Russia's invasion of Ukraine "Europe's battle, not ours."
Previously, Trump appointed Michael Woltz as his national security advisor. Woltz's views on Ukraine have shifted from a strong supporter of American military aid to skepticism about it and the idea of directing these resources against China.
It has also been reported that Trump's Secretary of Defense will be Pete Hegseth, an Army veteran and current Fox News host.
Additionally, it was reported that Republican Senator Marco Rubio will oversee U.S. diplomacy as Secretary of State.
