Oschadbank intends to return funds of retirees who did not pass identification back to the Pension Fund.

Oschadbank will transfer funds of internally displaced pensioners to the Pension Fund of Ukraine, specifically those who have not used their accounts for over a year or have not undergone identification. A mechanism for resuming payments is also provided.

This is mentioned in a draft resolution of the Cabinet of Ministers, published on the FPU website.

According to the explanatory note, this provision is enshrined in the state budget for 2025. Oschadbank is required to transfer the remaining funds accumulated in the accounts of displaced persons as of January 1, 2025, if the accounts have not been used for over a year or if identification has not been conducted in the past six months.

As of October 1, 2023, the balance of such funds amounted to UAH 15.9 billion, of which UAH 10 billion is in accounts that have been inactive for over a year. The document states that the prolonged retention of these funds limits the capabilities of the Pension Fund, which is facing cash flow gaps.

Every month, the Pension Fund provides Oschadbank with lists of such recipients, after which the bank transfers the remaining balances to the fund. These funds will be used to finance pensions within the solidarity system.

To reclaim funds, displaced persons can contact the Pension Fund in person, through its web portal, the "Diia" portal, or directly at Oschadbank, where physical identification is conducted. The refund is made in a single payment in full to a new bank account.

Background. Previously, Mind reported that in Ukraine, special pension payments were temporarily restricted. For those whose pension exceeds UAH 23,610, restrictive coefficients will be applied.
