According to the expert, drones can currently be shot down using systems like "Stinger" or "Strela," but this requires the deployment of mobile groups around the area. He notes that Russia has failed in this regard due to its vast territory, while Ukraine has managed to establish a civil air defense system, which is why there is alarm – groups are mobilizing and intercepting enemy Shaheds.
“In Russia, there was a defense minister named Serdyukov, who dismantled the air defense system. He transferred the country's air defense to the districts, thinking that wars would be conducted differently, and each district would have its own air defense system, responsible for its area. Given the assistance from our strategic partners, we know where these gaps are, and we fly through these gaps and hit our targets,” says Oleg Starikov.
This raises the question, he points out, why there are no air defense personnel stationed near every oil refinery in Russia. The expert explains that these are private enterprises, and Putin once mentioned that they should set up their own air defense. As we can see, they did not, likely because the owners were too greedy. Therefore, we strike at the refineries, they repair them, and the cycle continues.
“So, at present, there will be such gaps in Russia for a long time, this will continue for quite a while, and we will keep targeting those areas,” concludes Oleg Starikov.
