The Security Service of Ukraine has dismantled a scheme for evading mobilization and illegal exit from the country for conscript-aged men in Transcarpathia. The criminal group, which "removed" draft dodgers from military registration for bribes, included an official from the recruitment center, medical professionals, and former law enforcement officers. Those detained face up to 10 years in prison with property confiscation.
As reported by the SBU in the Transcarpathian region on November 22, six local residents were involved in the scheme, including officials from the Territorial Center for Recruitment and Social Support (TCRC) and members of military medical commissions. According to ZAXID.NET, this includes the head of the Berehovo TCRC, the head of the psychiatric department of the Khust Central District Hospital, a psychiatrist from the Vynohradiv District Hospital, two former law enforcement officers, and a civilian. The scheme operated since August 2023, with the cost of a "white ticket" ranging from $9,000 to $14,000.
“The operators helped draft dodgers 'avoid' conscription based on forged documents claiming poor health. They provided them with fake medical conclusions from military medical commissions indicating mental health disorders and assisted in using these for removal from military registration. After being 'removed,' clients received corresponding marks in their military registration documents, allowing them to leave Ukraine without hindrance,” the SBU reported.
Law enforcement officials apprehended the organizer of the scheme and five of his accomplices. For the illegal transportation of individuals across the state border of Ukraine and bribery, they face up to 10 years in prison with property confiscation.
