In Bukovina, a doctor created fake disability certificates for 60 conscripts.

Employees of the Security Service of Ukraine (SBU) in Bukovina have uncovered a criminal scheme aimed at evading mobilization. A former doctor from the Vyzhnytsia hospital created disability group II certificates for 60 conscripted individuals in exchange for money. The services provided by the suspect ranged from $5,000 to $15,000.

During the investigation, law enforcement identified that a resident of the Vyzhnytsia district had organized the illegal scheme to obtain disability group II certificates for men of conscription age. The man had previously worked as a doctor at a local medical facility. He later decided to resign and began forging medical documents for conscripted individuals.

“Using personal connections, the local fixer assisted in producing fake documents and promised to influence the members of the Medical and Social Expert Commission (MSEC) to approve the necessary conclusions. The cost of these services ranged from $5,000 to $15,000 per person,” – reported the SBU of Bukovina on Thursday, January 2.

SBU operatives documented 60 instances of such “assistance” over the course of two months. The former doctor was apprehended near the hospital, where he received $11,500 for a disability certificate from a client.

According to the Bukovina prosecutor's office, the suspect has been charged under part 3 of Article 369-2 of the Criminal Code of Ukraine (Receiving illegal benefits for oneself and third parties, through influence on a decision made by a person authorized to perform state functions, combined with extortion of such benefits). The suspect faces up to 8 years in prison with property confiscation. Investigative actions are currently ongoing to identify all individuals involved in the illegal scheme.
