The Ministry of Foreign Affairs has simplified consular assistance for Ukrainians living abroad.

Applications for services can now be submitted through Diia.

The Cabinet of Ministers approved the launch of an experimental project on December 20 to provide certain public services and carry out specific consular actions for individuals outside Ukraine, which can be submitted via the Unified State Portal of Electronic Services or the “e-Consul” system.

This was reported by the press service of the Ministry of Foreign Affairs.

Ukrainians abroad can access the following services:

  • issuance of ID cards: the finished card will be delivered by mail, requiring only one visit to the embassy or consulate for document submission;
  • issuance of international passports: the completed document will be sent by mail, requiring one visit for biometric data collection;
  • registration in the State Register of Taxpayers through embassies and consulates;
  • exchanging a driver's license or obtaining one after loss or theft.

There is also a service for registering newborns, which includes:

  1. state registration of the child's birth (issuance of a birth certificate);
  2. registering the child as a citizen of Ukraine;
  3. inclusion of the child in the Unified State Demographic Register (assignment of a unique registration number);
  4. registration of the child in the State Register of Taxpayers.

Applications for these services can be submitted via the portal or the Diia mobile app. It is worth noting that in August, the Ministry of Foreign Affairs announced plans to digitize consular processes and announced the launch of an updated information and communication system. Within two weeks, the government approved a resolution to launch the “e-Consul” system.

As of August 2024, approximately 7.5 million citizens of Ukraine were abroad. Most left due to the Russian invasion. It has been reported that from 2022 to 2023, the Ministry of Foreign Affairs conducted over 2 million consular actions. “The demand for consular services remains extremely high and objectively exceeds the capabilities of consular services in most countries worldwide,” the agency stated.
