The IMF mission for the seventh review of the EFF program will commence at the end of February, according to media reports.

If successful, the state will receive over $917 million.

The International Monetary Fund (IMF) mission for the seventh review of the Extended Fund Facility (EFF) agreement will take place at the end of February.

This was reported by the Fund's permanent representative in Ukraine, Prishila Tofano, during the presentation of the monitoring of the IMF program conditions and Ukraine's Plan, according to Interfax-Ukraine.

“We will discuss new conditions, key priorities for the unified project pipeline process within the budget declaration for 2026-2028, as well as the annual budget for the upcoming year,” Tofano shared regarding the IMF's plans. During the upcoming mission, the Fund will assess the action plan for reforming state investment management.

“And we will review progress in implementing the action plan to strengthen medium-term budget frameworks,” the representative added.

According to her, the IMF views the reform of state investment management in connection with other closely related areas. “For example, capital budgeting, medium-term budget planning, considering that large investment projects will take place over several years. But also the reform of capital markets, as capital markets need to be ready to finance complex projects at both central and local levels,” Tofano explained.

In the event that Ukraine successfully completes the seventh review of the EFF program, the state budget will receive $917.5 million.

During the presentation, it was noted that Ukraine has not fulfilled two structural benchmarks: the repeal of the so-called Lozovoy amendments and the establishment of the Higher Administrative Court to replace the liquidated OASK. Both bills were supposed to be voted on by the Rada by the end of 2024, but the government only submitted them to parliament at the end of the year, and they have not yet even been accepted in principle.
