“When it comes to punishing dangerous terrorists – Russians, we can only rely on ourselves. Only those who are eliminated by our special operations forces will face punishment. We no longer believe in today’s international justice, and the best evidence of this was presented at the Parliamentary Assembly of the Council of Europe. It may seem like a minor victory, but it is simultaneously a defeat in the face of terror,” claims Mikhail Sheitelman.

As he explains, the PACE secretariat prohibited the consideration of a resolution proposal that labeled Putin as a terrorist, referring to the Resolution “Europe’s Commitments to a Just and Sustainable Peace in Ukraine.” Following the scandal, the expert continues, the Assembly agreed to register an amendment, but with the wording that Putin should be held accountable for numerous acts of terror committed against civilians during his rule.

“What’s the difference? If they had written ‘terrorist Vladimir Putin,’ any actions to eliminate him would become legitimate, anywhere in the world. Anyone could shoot at him wherever they wanted; any country would be obliged to eliminate this terrorist, any European country, any country that is a member of the Parliamentary Assembly of the Council of Europe. Every country would be obligated to eliminate him,” emphasizes Mikhail Sheitelman.

Instead, he notes, we have a vague formulation. Moreover, the expert reminds us that Scholz previously stated that this is not a war of the Russians, but of Putin, so it’s time for Europe to come to some agreement about whose war it is; otherwise, it’s convenient to blame Putin when it suits them, and the Russians when it doesn’t. Even if, he argues, someone from Russia commits acts of terror, it’s done at the state's expense, thus making all of Russia a terrorist organization, with Putin as its leader.
