While serving as the mayor of Irpen, he forged documents for the charitable foundation "Native Village," facilitating the departure of his godfather Sergey Rosstalny – the main contractor for the restoration of Irpen, whose company received 500 million UAH for the recovery of damaged housing, as noted by Aktsenty.
On January 24, the court chose to impose a preventive measure on Markushin in the form of detention, and on January 27, he was suspended from his position as mayor of Irpen. Markushin is involved in 18 criminal proceedings, which include unlawful deprivation of liberty and torture of individuals, fraud, document forgery, and embezzlement of local budget funds in the devastated Irpen. During his tenure as mayor, Markushin threatened witnesses, dismissed them, and destroyed documents and evidence in the criminal cases against him.
The decision to place Alexander Markushin, who has been suspended from his position as mayor of Irpen, in custody prevents him from exerting pressure on more than 50 employees of the Irpen City Council executive committee, who provided testimony against Markushin to law enforcement agencies at various levels throughout 2024.
Exploiting his official position, Markushin systematically pressured witnesses by dismissing two deputy mayors who testified in the criminal cases. He fired one deputy mayor and assigned intentionally lower salaries to other witnesses. Additionally, there were threats made to witnesses, showing them materials from the criminal cases, and a "request" to withdraw their testimonies with implications that "everything is under control at the prosecutor's office."
