The Lviv City Council has approved the creation of an artificial pond near the Spartak shopping center.

The developer intends to start construction in the spring of 2025.

On Tuesday, December 31, the deputies of the Lviv City Council approved the detailed plan for the residential area "Holosko" (change 3), which includes the construction of an artificial pool with a public space and a restaurant.

The project for amendments covers an area of 13.7 hectares, bordered by Zamarshtynivska, Topolina, Hetman Mazepa, Instrumentalna streets, and the main road outlined in Lviv's general plan, and pertains to the area near the residential complex Avalon Flex. In particular, it is proposed to create a recreational zone with a pool and a catering establishment on the site of the Zamarshtynivske lake.

In 2023, a scandal arose around the water body, as the developer Avalon drained industrial ponds during the construction of a residential complex on Zamarshtynivska Street, 172, leading residents to complain that the water bodies were filled with construction debris. In light of the publicity, the Lviv City Council held several field meetings, resulting in the developer committing to restore the lake and create a recreational area around it.

In May 2023, the police opened a criminal case regarding the construction of the site with the water body on Zamarshtynivska Street. Investigators suspect that during the allocation of land to the developer, city council officials abused their official position by transferring a communal plot with a water object for development. No official charges have been filed in this case as of now.

At the beginning of 2024, the LLC "Scientific and Technical Center for Inter-Industry Programs," owned by the owner of the construction company "Avalon," Alla Shamova, applied to the Lviv City Council for permission to make changes to the detailed plan. In March 2024, the deputies adopted the corresponding resolution.

In December 2024, the Lviv City Council published a project for a new recreational area near the Spartak Shopping Center. In 2023, representatives of Avalon commissioned hydrogeological studies of the site, during which violations of the feeding source of the Holoskivskyi stream were discovered, rendering natural restoration of the ponds impossible. Therefore, the developer plans to create a decorative pond with an estimated area of up to 800 m2, build a one-story catering establishment with an outdoor terrace nearby, and set up recreational and playgrounds around the lake. The developer intends to start work in the spring of 2025.
