Alexey Kush explained why the number of wealthy individuals in Ukraine has increased during the war.

"By the way, the same 1000 hryvnias is, in principle, the right decision, but the design of this program is flawed. You cannot distribute such funds to everyone indiscriminately, as this money should only be allocated to socially vulnerable groups. Why pay someone who does not need this 1000 hryvnias?" - notes Alexey Kusch.

In fact, he claims, there are quite a number of people for whom the extra 1000 hryvnias are unnecessary, as during a crisis, which the war is, society experiences significant polarization. On one hand, the expert emphasizes, we see impoverished individuals, particularly internally displaced persons (IDPs), people who have lost their homes, jobs, and income, as well as pensioners.

"On the other hand, we observe the outrageous luxury of certain social groups. Records are being set for new car purchases at dealerships, and real estate, including elite properties abroad, is being bought. The number of wealthy individuals has increased from about 3% to 8% during the war; these are people with substantial financial resources," - shares Alexey Kusch.

Therefore, he states, there is no sense in paying 1000 hryvnias to a head of the TCC or the MSEC. Instead, he argues, these payments should be directed to pensioners, but not those who already receive 50,000 a month, IDPs, large families, and not just once but regularly, at least quarterly, while special programs need to be created for veterans.
