2.22 trillion hryvnias for Ukraine's defense: how the funds will be allocated in 2025.

The Verkhovna Rada has approved Ukraine's defense budget for 2025, totaling 2.22 trillion UAH. The largest allocation will go to the Ministry of Defense, receiving 1.57 trillion UAH, followed by the Ministry of Internal Affairs with 438 billion UAH, and the National Guard with 161 billion UAH.

According to the law "On the State Budget of Ukraine for 2025," the state budget revenues are projected to exceed 2.327 trillion hryvnias, while expenditures are set at 3.929 trillion hryvnias, of which 2.22 trillion hryvnias are allocated for defense. UNN reports on where the most funds will be directed in the upcoming year and what is planned for their purchase.

In particular, the budget for the Ministry of Defense in 2025 is set at 1 trillion 568 billion 835 million 843.8 thousand hryvnias, which is more than 31.1 billion hryvnias higher than in 2024. Of these funds:

  • over 1 trillion 12 billion 345.4 million hryvnias - for the provision of the Armed Forces of Ukraine's activities, training of personnel and troops, medical support for service members, veterans, and their families;
  • 488 billion 421.5 million hryvnias - for the development, procurement, modernization, and repair of weapons, military equipment, means, and equipment;
  • 102.2 million hryvnias - for the construction (purchase) of housing for military personnel of the Armed Forces of Ukraine;
  • 23 million 247.8 thousand hryvnias - for the disposal of ammunition, liquid components of rocket fuel, weapons, military equipment, and other military property, ensuring the survivability and fire safety of arsenals, bases, and warehouses of the Armed Forces of Ukraine.

For the operational support of the State Special Transport Service, which is subordinate to the Ministry of Defense, it is planned to allocate 67 billion 280 million hryvnias, which is 34.1 billion hryvnias more than in 2024.

The Ministry of Internal Affairs is also expected to receive over 438 billion 271.9 million hryvnias this year (5.4 billion more than in 2024), of which:

  • over 17.9 billion hryvnias - for the support of the activities of the bodies, institutions, and establishments of the Ministry of Internal Affairs, and training of personnel by higher education institutions with specific training conditions;
  • 860.164 million hryvnias - for the management and administration of the Ministry of Internal Affairs;
  • over 7.5 million hryvnias - for scientific and informational-analytical support of activities to combat organized crime and corruption;
  • over 3.1 billion hryvnias - for the creation of a unified aviation security and civil protection system.

The State Border Guard Service of Ukraine is allocated expenditures of more than 98 billion 77.4 million hryvnias for 2025, which is more than 5.7 billion hryvnias less than last year. In particular:

  • over 96 billion 199.5 million hryvnias - for the fulfillment of tasks, functions, and training of personnel of the State Border Guard Service of Ukraine;
  • over 757.7 million hryvnias - for management and administration in the field of state border protection;
  • 200 million hryvnias - for the construction (purchase) of housing for military personnel of the State Border Guard Service;
  • over 704.9 million hryvnias - for reconnaissance activities in the field of state border protection;
  • over 215.2 million hryvnias - for the implementation of a project to procure unmanned aerial systems and means for monitoring the state border.

The National Guard of Ukraine, which is subordinate to the Ministry of Internal Affairs, has expenditures planned for more than 161 billion 63.4 million hryvnias (almost 9.5 billion more than in 2024). These funds will be directed towards:

  • over 160 billion 662.4 million hryvnias - for fulfilling tasks, functions, and training of personnel of the National Guard;
  • over 431.8 million hryvnias - for the construction (purchase) of housing for military personnel of the National Guard;
  • over 969.1 million hryvnias - for the management and administration of the National Guard.

The Security Service of Ukraine is allocated funding of over 41 billion 683.5 million hryvnias for this year, which is more than 1.4 billion hryvnias higher than in 2024:

  • over 41.4 billion will be directed towards ensuring activities in the field of state security and the operations of the Security Service of Ukraine;
  • 181 million hryvnias will go towards the construction (purchase) of housing for military personnel of the Security Service;
  • 30 million hryvnias will be allocated for coordinating activities to prevent terrorist acts and combat terrorism on the territory of Ukraine.

This year, the Ministry of Strategic Industries is expected to receive nearly 15 billion hryvnias more than in 2024. Thus, the ministry's expenses will amount to 55.2 billion hryvnias, of which over 54.5 billion hryvnias will be allocated for the implementation of state-targeted programs for reforming and developing the defense-industrial complex, the development, mastering, and implementation of new technologies, increasing existing production capacities for manufacturing defense-related products, as well as 500 million hryvnias for providing state financial support to enterprises in the defense-industrial sector.

The Main Intelligence Directorate is allocated expenditures of more than 25.1 billion hryvnias for this year, including:

  • almost 25 billion hryvnias - for intelligence activities in the defense sector;
  • 150 million hryvnias - for the purchase of housing for military personnel of the Main Intelligence Directorate.

It should be noted that this year, the budget for the Main Intelligence Directorate was cut by nearly 400 million hryvnias.

The Foreign Intelligence Service is allocated over 6.4 billion hryvnias this year (14.8 million less), of which:

  • over 6.3 billion - for supporting intelligence activities in state security, special protection of state representations abroad, and the operations of the Foreign Intelligence Service;
  • 150 million hryvnias - for the construction (purchase) of housing for employees of the Foreign Intelligence Service.
