Low-quality clothing was purchased for the Armed Forces of Ukraine: The State Bureau of Investigation suspects a city council member.

An official, upon learning that a series of clothing purchases was planned in the Kherson region to meet the needs of soldiers, decided to profit from the situation.

Employees of the State Bureau of Investigations (DBR), in collaboration with the National Police's Department of Strategic Investigations (DSR), have announced suspicions against a deputy from one of the city councils in Kirovohrad Oblast and his accomplices for organizing the procurement of substandard military clothing.

This was reported by the DBR press service.

It was noted that the bureau had previously completed a pre-trial investigation concerning the director of the Department of Civil Defense and Defense Affairs of the Kherson Regional State Administration, who procured this low-quality clothing through tender procedures.

According to the report, the mastermind behind the scheme was a deputy from one of the city councils in Kirovohrad Oblast, who was also the owner and director of one of the enterprises. Upon learning that a series of clothing procurements for the needs of soldiers were planned in Kherson, he decided to profit from it.

As per the DBR's information, he involved an acquaintance, whom he appointed as the director of another controlled enterprise, along with the accountant of this commercial entity.

“The schemers purchased cheap, low-quality clothing without the necessary certificates confirming compliance with the requirements of the Ministry of Defense of Ukraine. The goods only visually resembled military uniforms. As a result, the state incurred losses exceeding 21 million UAH,” the report states.

The deputy, his accomplice, and the accountant have been notified of their suspicion of misappropriating someone else's property through abuse of office, drafting and issuing knowingly false official documents as part of an organized group (Part 3 of Article 28, Part 5 of Article 191, Part 3 of Article 28, Part 2 of Article 15, Part 5 of Article 191, Part 3 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine).

The sanctions of the articles provide for punishment in the form of imprisonment for up to 12 years with confiscation of property.

Background. Earlier, Mind reported that the DBR exposed a former official of the Ministry of Defense and two heads of a state enterprise, through whom combat units received defective machine guns. The defective machine guns were unable to fire continuously during combat use and would fail completely after the first shots.
