The State Property Fund has conducted a repeat auction for the privatization of the sole property complex of the state enterprise (SE) “Information and Analytical Agency” in Kyiv. During the auction, the asset's price increased 2.4 times – from the initial 16,837,263 UAH to 41.7 million UAH.

This is evidenced by data from Prozorro.Sales.

A total of 6 participants competed for the lot. The winning bid was submitted by the limited liability company “Dobrosklad.”

According to Youcontrol, the company was registered on April 26, 2019. The company's charter capital amounts to 938,555 UAH. The company specializes in the production of paper and cardboard; the purchase and sale of its own real estate; and the leasing and operation of its own or rented real estate. The ultimate beneficiary is Andriy Myroniuk.

According to Mind materials, since 2022, the SE “Information and Analytical Agency” has not engaged in any activities, with the main interest being the premises in the center of Kyiv. The building is located in the heart of the capital, near the “Palats Sportu” metro station. The property is situated on the first floor. The land plot is not subject to sale.

As of September 30, 2024, the enterprise has overdue payables totaling 6,354,773 UAH, including:

  • Salary arrears – 1,726,032 UAH;
  • Debt to the budget – 543,354 UAH;
  • Insurance liabilities – 480,180 UAH;
  • Other current liabilities – 627,756 UAH;
  • Debt for goods, works, and services – 2,977,449 UAH.

The buyer is obligated to pay salary debts and budgetary debts, meaning that at least 2,269,386.72 UAH in mandatory payments should be added to the value of the asset. As for other debts, the requirements are not specified.

The location of the property is advantageous, but there are numerous offers for office rentals in this area. Overall, prices range from 230 to 540 UAH/sq. m. For instance, an office space across from the property with minimal repairs is rented at a price of 350 UAH/sq.m. Considering this price, the annual income from renting could amount to 1.3 million UAH. Thus, not accounting for other expenses and potential rent increases, the payback period for the investment would be 14.2 years. However, it is important to note that the premises of the lot require repairs.

On the other hand, the facade location allows for the possibility of using the premises not only as an office but also for commercial activities.
