The Center for Strategic Communications at the Ministry of Culture is now led by a political scientist linked to Medvedchuk.

Sergiy Bykov stated that instead of collaborating with the EU and NATO, it is necessary to implement the "Medvedchuk peace plan."

The Ministry of Culture and Strategic Communications of Ukraine has renamed the state institution "Scientific Center for Tourism Development" to "Center for Strategic Communications and Information Security". The center is now headed by political consultant and communications expert Serhiy Bykov. This was reported on Friday, December 6, by the publication "Detector Media", referencing the ministry's order №884.

As Serhiy Bykov mentioned in a comment to "DM", one of his first actions in the new position will be to audit the center's operations for the previous period.

“The overall direction of the center’s work remains unchanged; it is defined in our strategy: we ultimately need to establish an effective 'single voice' policy so that everyone understands what the government is doing and why it is doing it. The government should be clear to the people and civil society, ensuring transparency — this is the main goal of the center's work. We will continue the existing projects that the center is currently implementing,” said Bykov.

He added that the Center for Strategic Communications and Information Security, currently headed by Ihor Solovey, is “one of the editorial offices of ‘Ukrinform’.”

The head of the Center for Strategic Communications and Information Security, Ihor Solovey, described the registration of the Center as a separate legal entity as a positive step. It is expected that the Ministry of Culture and Strategic Communications will propose that the current team transition there.

Who is Serhiy Bykov

Serhiy Bykov is a political scientist and political consultant, whom the media referred to as the head of the Institute of Public Policy and Consulting INPOLIT. Members of the Institute have repeatedly presented questionable sociological data and regularly appear in PR articles of politicians, wrote the publication Texty.org.ua.

Serhiy Bykov referred to the Revolution of Dignity as a “coup d'état.” He was also involved in the development of Yulia Tymoshenko's “new constitution” and supported the “peace plan of Medvedchuk.”

In 2020, Bykov served as a communications consultant for the Office of the President on a volunteer basis. Until November 2024, Serhiy Bykov worked as a communications expert in the Ministry of Youth and Sports.
